อาเซียน ๘ ชาติ ร่วมพิสูจน์กัมพูชาละเมิดหยุดยิงชายแดนไทย ฝ่าฝืนกฎหมายมนุษยธรรม

กองบัญชาการกองทัพไทย โดยกรมข่าวทหาร จัดให้คณะผู้สังเกตการณ์ชั่วคราว (Interim Observer Team: IOT) จาก ๘ ประเทศสมาชิกอาเซียน ได้แก่ บรูไน มาเลเซีย ลาว อินโดนีเซีย เมียนมา ฟิลิปปินส์ สิงคโปร์ และเวียดนาม รวมทั้งสิ้น ๑๔ นาย โดยมีผู้ช่วยทูตทหารมาเลเซียประจำประเทศไทยเป็นหัวหน้าคณะ เดินทางลงพื้นที่ตรวจเยี่ยมการปฏิบัติงานของกองกำลังสุรนารี (กองทัพภาคที่ ๒) ระหว่างวันที่ ๑๘–๒๐ สิงหาคม ๒๕๖๘

การปฏิบัติภารกิจครั้งนี้ เริ่มต้นเมื่อวันที่ ๑๘ สิงหาคม ๒๕๖๘ ณ ห้องประชุมศรีจันทราพันธุ์ โรงพยาบาลค่ายสรรพสิทธิประสงค์ มณฑลทหารบกที่ ๒๒ จังหวัดอุบลราชธานี คณะผู้สังเกตการณ์ได้รับฟังข้อมูลและข้อเท็จจริงจากกองทัพภาคที่ ๒ เกี่ยวกับการละเมิดข้อตกลงหยุดยิงของกัมพูชา ตามบันทึกผลการประชุมคณะกรรมการชายแดนทั่วไป (GBC) ไทย–กัมพูชา ตลอดจนการขัดขวางการปฏิบัติการเก็บกู้ทุ่นระเบิดของศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ

ในวันที่ ๑๙–๒๐ สิงหาคม ๒๕๖๘ คณะผู้สังเกตการณ์ IOT มีกำหนดตรวจเยี่ยมพื้นที่สำคัญตามแนวชายแดน ได้แก่

๑. พื้นที่ช่องอานม้า จ.อุบลราชธานี เพื่อตรวจสอบกรณีการรุกเข้ามาตัดลวดหนามของฝ่ายกัมพูชา ซึ่งถือเป็นการทำลายความไว้วางใจและละเมิดข้อตกลงหยุดยิง

๒. ผามออีแดง จ.ศรีสะเกษ จุดยุทธศาสตร์สำคัญที่สามารถมองเห็นพื้นที่พิพาท (พระวิหาร–ช่องตาเฒ่า–สัตตาโสม) เพื่อให้เข้าใจภาพรวมสถานการณ์

๓. ฐานกฤษณา (ภูมะเขือ) ตรวจสอบกรณีการวางทุ่นระเบิดชนิด PMN-๒ ที่เพิ่งถูกวางใหม่ จนทำให้ทหารไทยได้รับบาดเจ็บเมื่อ ๙ สิงหาคม ๒๕๖๘

๔. ฐานปราบศึก เพื่อตรวจเยี่ยมและรับชมหลักฐานทุ่นระเบิดและวัตถุระเบิดที่ตรวจยึดได้จากกองกำลังฝ่ายกัมพูชา

๕. สถานที่ควบคุมเชลยศึก เพื่อยืนยันว่าการปฏิบัติของไทยเป็นไปตามหลักมนุษยธรรมสากลและอนุสัญญาเจนีวา ทั้งด้านอาหาร การแพทย์ และการคุ้มครองสิทธิขั้นพื้นฐาน

๖. โรงพยาบาลพนมดงรัก เฉลิมพระเกียรติ ๘๐ พรรษา จ.สุรินทร์ ตรวจสอบผลกระทบจากการโจมตีด้วยจรวด BM-๒๑ ของฝ่ายกัมพูชา ซึ่งเป็นการละเมิดกฎหมายมนุษยธรรมสากลอย่างชัดเจน เนื่องจากโจมตีต่อพลเรือนและสถานพยาบาล

๗. ช่องจุ๊ปตะโมก ตรวจสอบเหตุการณ์ทหารพรานไทยเหยียบกับระเบิดเมื่อวันที่ ๑๒ สิงหาคม ๒๕๖๘ ภายหลังการหยุดยิง ตอกย้ำว่าฝ่ายกัมพูชายังคงละเมิดข้อตกลงอย่างต่อเนื่อง

การลงพื้นที่ครั้งนี้ มีวัตถุประสงค์เพื่อให้คณะผู้สังเกตการณ์จากนานาชาติได้รับข้อมูลที่ถูกต้อง ครบถ้วน และตรงไปตรงมาในพื้นที่จริง อีกทั้งเพื่อสะท้อนให้เห็นถึงพฤติกรรมการละเมิดข้อตกลงหยุดยิงของกัมพูชา ซึ่งส่งผลกระทบโดยตรงต่อความมั่นคงชายแดนและประชาชนผู้บริสุทธิ์

กองทัพไทยขอยืนยันว่า ประเทศไทยยังคงยึดมั่นในการรักษาข้อตกลงหยุดยิง การปฏิบัติตามกฎหมายมนุษยธรรมสากล และการแก้ไขปัญหาชายแดนด้วยสันติวิธี แต่จะไม่ยอมให้มีการละเมิดบูรณภาพแห่งดินแดนและความปลอดภัยของประชาชนไทยโดยเด็ดขาด

Royal Thai Armed Forces Escort Interim Observer Team (IOT) from Eight ASEAN Countries to Thai-Cambodian Border to Verify Ceasefire Violations

The Royal Thai Armed Forces, through the Directorate of Joint Intelligence, facilitated the Interim Observer Team (IOT) comprising ๑๔ representatives from eight ASEAN member states, including Brunei, Malaysia, Lao PDR, Indonesia, Myanmar, the Philippines, Singapore, and Vietnam. The mission, led by the Malaysian Defence Attaché to Thailand, visited the operational area of the Suranaree Task Force (๒nd Army Area) during ๑๘-๒๐ August ๒๐๒๕.

The mission commenced on ๑๘ August ๒๐๒๕ at the Srichantraphan Conference Room, Sunprasitthiprasong Military Hospital, ๒๒nd Military District, Ubon Ratchathani Province. The interim observers received a briefing from the ๒nd Army Area on Cambodia’s violations of the ceasefire agreement, as stipulated in the Thai-Cambodian General Border Committee (GBC) meeting records, as well as on Cambodia’s obstruction of mine clearance operations conducted by the Thailand Mine Action Centre (TMAC).

On ๑๙-๒๐ August ๒๐๒๕, the IOT delegation is scheduled to visit key areas along the border, including :

• Chong Ahn Ma, Ubon Ratchathani Province – to verify the incident of Cambodian forces cutting through barbed wire fencing, an act that undermines trust and constitutes a violation of the ceasefire.

• Pha Mo E Daeng, Si Sa Ket Province – a strategic point overlooking disputed areas (Phra Viharn area–Chong Ta Thom–Satta Som) to provide contextual understanding of the situation.

• Kritsana Base (Phu Makua Hill) – to examine newly-laid PMN-๒ anti-personnel landmines that wounded Thai soldiers on ๙ August ๒๐๒๕.

• Prab Suk Base – to view recovered mines and explosive ordnance seized from Cambodian forces.

• Prisoner of War Holding Facility – to confirm that Thailand’s treatment of prisoners complies fully with international humanitarian principles and the Geneva Conventions, including food, medical care, and basic rights protections.

• Phanom Dong Rak Chalerm Phra Kiat ๘๐th Anniversary Hospital, Surin Province – to assess the damage caused by a Cambodian BM-๒๑ Grad rocket attack, which clearly violated international humanitarian law by targeting civilians and a medical facility.

• Chong Chup Tamok – to investigate the incident of a Thai ranger forces stepping on a landmine on ๑๒ August ๒๐๒๕, after the ceasefire took effect, reaffirming Cambodia’s continued violations.

The purpose of this mission is to ensure that international observers receive accurate, comprehensive, and direct information from the ground, while highlighting Cambodia’s repeated ceasefire violations that have directly threatened border security and the safety of innocent civilians.

The Royal Thai Armed Forces reaffirm that Thailand remains committed to upholding the ceasefire, adhering to international humanitarian law, and resolving border issues through peaceful means. However, Thailand will never tolerate violations of its territorial integrity or threats to the safety of its people.
